Fourth Strategic Plan
We shifted focus from primarily grant-making to partnership building, including working with nontraditional CSOs and directly implementing projects.

2021
Transitional Strategy
We designed to support civil society amid the uncertainties of the COVID-19 pandemic, rather than developing a new strategic plan.

2016 – 2020
Third Strategic Plan
We adopted a sharper focus, reduced scope and scale, and deepened impact through a cluster model.

2009 – 2014
Second Strategic Plan
We expanded our scope and scale, reaching over 1,000 CSOs and addressing a broad array of themes.

2005 – 2008
First Strategic Plan
We defined our niche and ambition to “enable a thousand flowers to blossom” by supporting many newly established CSOs with grants and capacity services.
