
Mrs Mercy E. Sila
Board Chairperson
Mercy Emmanuel Sila has a strong background in Management, Accounting, Finance, Human Resources, and Administration. She brings in over 30 years of experience in Leadership and the aforementioned disciplines.
She’s a Certified Public Accountant CPA (T) with the National Board of Accountants and Auditors Tanzania (NBAA), and is registered as: a Fellow Certified Public Accountant (FCPA) with the National Board of Accountants and Auditors in Tanzania, Fellow Member (FTAA) of the Tanzania Association of Accountants (TAA), Chartered Fellow (FCIPD) of the Chartered Institute of Personnel and Development (CIPD) in the United Kingdom, and Fellow Member of the International Centre for the Project Management G.P. of Montreal, Quebec, Canada. She also holds a Master’s Degree in Business Administration (MBA) from City University in London.
During the course of her career, Mercy brings in a vast leadership experience including a Presidential appointment to the District Commissioner position for Arumeru (2009 to 2012) and Mkuranga (2012 to 2015). She has been a member of numerous Boards/Bodies:
Currently: She is currently the president of the Tanzania Women's Chamber of Commerce (TWCC). She is a Board Member of the Tanzania Private Sector Foundation, (TPSF) (also Chairperson of the Women Cluster); Foundation for Civil Society (FCS); Open University of Tanzania; Tanzania Marriage and Child Care Foundation; Tanzania Producers and Processors Association (TACAPPA) (also Honorary Treasurer); Tanzania Women Owners of Schools and Colleges (TAWOSCO) as one of the founders and is a Goodwill Ambassador to the East Africa Business Council. Also, she is the Treasurer of the East Africa Women in Business Platform (EAWiBP) and a Trustee to TUCASA.
Previously: She served on Boards such as GS1 Tanzania - an Institute responsible for the issuance of bar codes (2019 to 2023); the Audit Committee of Tanzania Commission for AIDS, (TACAIDS) as Chairperson; Interim Secretary to Tanzania Cassava Producers and Processors Association, the National Economic Empowerment Council (2005-2012), the Advisory Board for the Centre for Foreign Relations (2006-2010), and the Human Capital Working Group of the Tanzania National Business Council (2007-2009). the Institute of Rural Development Planning, Dodoma, (2005 – 2016), Rwegarulila Water Resources Institute, (2005 – 2012); National College of Tourism (NCT), TERnet (Tanzania Education and Research Network) (2006 – 2019), National Board of Accountants and Auditors Tanzania (NBAA) (Board and its Committees (1996 -2007) The Institute of Accountants, Arusha (IAA) (1996 – 2005), National College of Tourism (NCT) (2007 – 2010).
She has also been instrumental in the operationalizing of: the Tanzania Revenue Authority (TRA), where she worked as Commissioner for Finance, Human Resources & Administration, (1996-2002), and the Tanzania Education Authority, TEA (2003-2009), where she worked as Director General.
Being an entrepreneur, Mercy founded Overland High School in Kisarawe District, in 2008. She’s also the Director and Proprietor of Mercibel Cassava Flour (2015 to date), a medium-scale industry responsible for processing cassava flour and related products.
